Challenge

Employee Relations was relying on a legacy, homegrown application that had become both a risk and a roadblock. The system was outdated, lacked modern functionality, and exposed the company to serious security vulnerabilities, putting sensitive applicant data at risk and falling short of compliance standards.

Worse, the system could not integrate with the growing number of third-party employment verification vendors offering upgraded tools, limiting the client’s ability to automate background checks and keep up with industry expectations. 

Employee Relations needed more than just an upgrade. They needed a completely new system that was secure, customizable, and built to support a modern, integrated background screening workflow.

Designing the Solution

Ticomix was brought in to run a vulnerability analysis on Employee Relations’ legacy system, which revealed critical security issues and functional limitations that made a full rebuild the best path forward. Rather than attempt a patchwork upgrade, the client opted for a ground-up redesign.

Ticomix worked closely with Employee Relations to define what the new system needed to achieve for their internal users, employer clients, and job applicants. 

Key design priorities included:

  • Security-first architecture: Ensure the system met legal and industry standards for handling sensitive data, with built-in roles and permissions.
  • Custom portals for each audience: Create a secure, user-friendly interface for both clients and applicants.
  • Flexible application templates: Give employers the ability to build and customize their employment applications.
  • Vendor-ready framework: Design a foundation that could integrate with more than 10 third-party services across the background check ecosystem.

Developing the Solution

Ticomix rebuilt the entire application from scratch using ASP.NET and MVC 5, with a focus on performance, security, and scalability.

  • Multi-portal system: Developed custom portals for applicants and employer clients, each with tailored workflows and access controls.
  • End-to-end automation: Integrated with over 10 third-party vendors, including E-Verify, Quest Diagnostics, SSA, and TransUnion, to automate background check steps.
  • Training tracking: Enabled employers to assign and monitor employee training programs directly within the portal.
  • Security & compliance: Built role-based access control and encryption-ready infrastructure to protect names, addresses, SSNs, and other private information.
  • Built-in reporting: Leveraged SQL Server Reporting Services for clear visibility into application status and background screening progress.
